Contain Cats
I first became concerend with this problem while doing yard work one Saterday. I observed numerous piles of feline scat around my front lawn. It was frustrating to see the local cats trashing the very lawn that I maintain. To me allowing cats to run wild and free is not acceptable. My solution to this problem is to propose a law that would require cats to be accomponeed by their owner. This would hold owners responsible for their pets, and in turn would encourage owners to clean up after their cats. This would make homeowners everywhere happy and would make our neihbohoods a cleaner place.
If you want to achieve a legal restriction on roaming cats, you need to 1) make it something that cat owners want, and 2) make it something that the general public not currently bothered by cat scat want.
You have a daunting task. However, if roaming threatened the health of the cats, and the health of humans, too, you'd be home.
