Sound Proof Device for Cars

We all know that a major contributor to car accidents are cell phones. My solution to help cut down on this factor is to take the option of using your cell phone away. What would happen, is that whenever you get into your car, there would be a type of airwave that blocks all incomig calls and outgoing calls except for 911. I know that this idea seems selfish; just taking away someones right to their phone, but the reason for that is people are already being offered this choice, but whenever choose wrong there is no consequence. I think that my solution helps because there is no having to 'remember to turn off your phone' or 'don't text while driving' and it takes away the temptation and doesn't tempt people with the wrong decision.
