Under-educated teachers

My solution is for a problem that is very prevalent in America's schooling system. In high schools, more than half of the Math teachers and a quarter of the English teachers do not have degrees relevant to the subject that they are teaching. The solution to this is to evaluate teachers already in the school system and put laws in place to prevent more under educated teachers from being hired.
